Today, July 20, 2018, Republic Act 11039 or the Electric Cooperatives Emergency and Resiliency Fund Act (ECERF) authored by 1-CARE Representative Carlos Roman L. Uybarreta is now effective. As provided for in Section 18 of the ECERF, this act becomes effective 15 days after this publication in the Official Gazette or in a major newspaper of general circulation.
After signed by President Rodrigo Roa Duterte last June 29, 2018, the Electric Cooperatives Emergency and Resiliency Fund Act was published on July 5, 2018 in the Manila Bulletin.
The ECERF provides the electric cooperatives a ready mechanism to access a fund which will help with the restoration and rehabilitation of infrastructure of the electric cooperatives should they be damaged by typhoons or calamities. The ECERF becoming effective today is very timely as the riny season is upon us. Rep. Uybarreta is very enthusiastic that all the hard work he put in along with the electric cooperatives have now become into fruition. Rep Uybarreta is optimistic that more laws authored by him will be enacted soon. #1-CARE
